They got back to me this is what they said:

Hello ____,

Thank you for reaching out and for submitting your secondary application! There is a system error that is preventing the letter requirement from being marked as complete. Our vendor is working on identifying and fixing the issue. We don't have an exact timeline for when this will be resolved, but they are actively working on a fix. 

For now, we acknowledge the letters are received and your status should be updated as soon as possible.

for those who applied for a fee waiver through the portal, how many days did they take to get back to you and what day of the week did they email you regarding a decision? I know they go through fee waiver applications once a week

update, they approved my fee waiver but did not send me an email like they were supposed to. did this happen to anyone else? I randomly noticed when I checked my portal today. if I had known, I could have submitted my secondary sooner
