bro Upstate and Downstate are almost like regional preference, not even state preference. They take ppl from upstate ny first. they really want ppl who are gonna stay. with no meaningful connection to CNY or WNY dont expect an II for a bit.
Maybe they should be funded by their regions and not by their states, then.
AZ recently passed a law mandating state schools to interview state residents - that's a state that's moving in the right direction, one that actually expects things from the schools being funded by their residents' tax dollars.

Tbh in the long run I'm quite hopeful. We have an endowment tax now, the IRS is proposing to go after their nonprofit tax exemption in certain cases, and there's a lot more scrutiny being applied to loan and grant funding.
I think that the way we're trending, academia is going to have less freedom and more accountability and transparency, and I'm quite looking forward to it.
I just hope individuals are held accountable and not just the schools themselves.

I get what you're saying, just frustrated as I haven't heard back from upstate or downstate either... like why do I have IIs from OOS public schools but my own state schools - which I all submitted to very early - are radio silence? Feels a bit ridiculous
what’re your stats/ECs like?
