Last yr WL movement started later in cycle (late apr/may). WL moved a lot. Post-II Rs started around that point too. GW accepts LOIs. Send whenever you have notable update(s). You'll hear more about a required update in apr.

No comment on pre-II holds, no idea what it means either.
