+1 OOS secondary. The email says I need to submit everything, including Casper within 30 days. I'm testing July 7th. Trying to figure out if this will be an issue.

You are probably fine. Per CASPER, scored are delivered to schools within 2-3 weeks. In my experience it was on the sooner end. Only takes a month for you to receive your quartile. In the unlikely event it takes longer, you are probably still fine given you made a good faith attempt to get it in fairly early in the cycle.

how on earth did i pass the initial app screening with my casper score.

I don't think the screening is based on the casper score
