I originally got a email right after I completed my secondary saying my application was completed but now I just got this???
No. I only received that initial email after completing secondary.

cannot verify, but heard that they conduct interviews for most OOS applicants after the IS ones, mostly starting in november. it seems to be a slower cycle though...
