How far after the “application review completed” email do people get decisions/interviews?

i received an under review email today, 9/7, i was complete 7/20. has anyone else?

No, you guys need to stop being neurotic. Tulane med's own website states: "No News is Good News-your application is either under review or in the 'queue' to be invited."

You will get your decision when you get your decision. If they don't want you they'll give you an R, they aren't shy about giving them out.
