For those who got merit scholarships through the admissions office, is it better to email the admissions office to negotiate or the finaid office?

Can you even negotiate merit or is it only based of financial need/alternate COAs/or other offers?

If I have updates like a new first/second author pub how do I mention that to improve my chances?
