I would remove the expectation for gap years and lots of volunteer work. I would weigh work experience equally to volunteering. I would keep the expectation of shadowing, and may even make it mandatory to shadow at least 2 different specialties. I would make mandatory at least one semester of research. Keep the rest of AMCAS as is but have candidates rank the schools. Give the schools 3 months to make their decisions (this would also hopefully pressure them to reduce the number and length of secondary essays they require) and have a computer system run a process similar to the residency match.
