How I would Fix the application process

(1) Medical schools individually set and publish their filter thresholds. For example they may say 496 min on their website/MSAR but realistically they have their internal filters set to 503 min and people with an mcat lower than that will automatically get screened out and not realize it. Same goes for GPA.

(2) Use filters that are absolute about being a non-traditional applicant such as Veteran/RN/Paramedic/Lawyer/Teacher/etc... to many people claiming the non-trad card because they had to take 2-3 gap years and its conflating what non-traditional actually means (you left another career to pursue medicine or had a life altering event later in life).

(3) Limit the number of applications one can submit. You can apply to all of your state schools, but would be limited to 15 OOS schools INCLUDING DO to prevent interview hoarding. If your state has no medical school or is small and has connections with neighboring states then exceptions can be made to this rule.

(4) Only send secondaries to applicants you are truly interested in having attend your medical school. No more bleeding applicants for $$$.

(5) If a school has an SMP then it should have a guaranteed linkage provided the applicant graduates the program under the prescribed criteria. No "guaranteed interview" it must be a guaranteed acceptance. This will incentivize schools to offer a seat to an applicant that they like "story/character" wise but may be weak "Stats wise".

(6) With all the trimming of the fat from (1),(2),(3),(4),(5). All decisions should be finalized by January 1st, and by February 1st the applicants must pick a school. The month of February can then be used to pull from the waitlist and everyone knows whether they will be attending medical school that year by March 1st.
